The blades spin with water in the jar but will stop when trying to chop food. Also black liquid comes out of the underneath side of jar around the drive shaft when spinning.

arlana, not sure about the oozing black liquid, but the stalling can be caused by a bad motor. It may have a short in the windings and does no longer create the torque needed for the chopping. Try to disassemble your blender and let us see what you find.
