3 Why will the dial not move to a new position?
I am trying to turn the multimeter to another mode, in order to test voltage. The dial will not turn, so I cannot switch modes.

There are a couple of reasons as to why the dial may not be not moving. The dial could be dirty or broken, in this case the dial will need to be removed and either replaced or cleaned. See Dial Replacement Guide. Another possible problem is that the ball bearings that are located below the dial need replacing or lubricating in order for the dial to move. See Ball Bearings Replacement Guide.
