iCloud Restriction cannot use device

I have an iPad mini, that I bought used, but when I try to restore the iPad it says "this ipad is linked to an apple id (xxx@gmail.com) Sign in with the user id and password to set up your ipad"

Any ideas on how to fix this?

Unless you can get the previous user to log in and turn off the iCloud lock, you are stuck with a brick.
