Where does the rubber plug inside of filler door drain to?

1978 mercedes w123 diesel. Inside of fuel door is a rubber plug conical in shape.

does it drain rain water to the outside or does it have another function? threaded plastic weed wacker line to see if i could find the exit area and I did not see it.

Drains to outside below rr fender. If you cannot see your wacker line, the rubber tube may be separated or torn. Push your line as far as you can then reach up inside the fender and feel for it.
