Yeah i did, also did it with fully charged battery but no effect

No, it does only two times, it lights up for two seconds and stops for one second and again opens for one second again later stops,

Hi,
Have you tried taking out the battery, disconnecting the AC adapter and then holding the Power button ON for at least 45-60 seconds. Then reconnecting the power via the AC adapter, (at this stage leave the battery out) and try to start your PC.
If it starts allow it to boot fully into Windows then shut it down normally. Turn OFF the power, reinsert the battery, reconnect the power and try to start it again. Hopefully it might have reset.
The above method has worked for some people who have experienced a similar problem to you
If this fails unfortunately you have a either a power board or motherboard problem (here is a link to the Service Manual for your PC showing the official procedure when dealing with your problem
