Not enough storage ( but I have enough storage)

My phone keeps telling me that I don't have enough storage for the system and that I should make sure I have 250MB and restart. I have almost 5GB. I tried restarting it and wiping it's cache. I even did a factory reset on it but nothing works. Please help
