This site offers PC3-10600 8 GB RAM Chip (I'm assuming you need to buy 2 for a total of 16 GB, but Apple says PC3-12800 DDR3 1600 MHz type RAM up to 8GB maximum. What do I believe? (Definitely 2.0GHz 15" MacBook Pro (MC721LL/A))

I do recommend you make sure your systems firmware is up to date. Follow this Apple T/N: About EFI and SMC firmware updates for Intel-based Mac computers. Make sure your at the level listed or newer.
I agree with Dan's answer that's the first thing I would do. I always ask my customer why do you want to increase the ram from 4 to 16 gigs ? If your using applications that require the additional ram I would increase it to maximum amount. If your browsing the web, simple picture editing, using iTunes etc. You will not use more than 8 gigs. I would stay with the same speed of ram originally installed in system and increase amount of ram to 8 gigs. I would assume Apple has tested different amounts of ram to see what is best for this MacBook Pro. It may be possible to increase to 16 gigs but I suggest saying with Apples recommendations.
