Why won't my camera turn on?

My camera won't turn on. When I plug it in, it seems as though the camera will charge because the light turns green. I have a feeling one of the compartments was opened when it was wet. How do I know what needs to be fixed or replaced? Is it the battery, the motherboard or something else? Thank you.
