I have a water damaged iPhone 6s plus and i'm trying to recover data from it. The programs that I use can't access the hard drive because it won't turn on. Can somebody please help me figure out how to jump start the logic board? Thanks

Don't even think about powering on a water damaged iPhone if nothing has been done to it to clean the water damage out properly, it needs to be opened and cleaned of any liquid residue and water in the phone.
You probably already tried charging the phone to turn it on, this in result just damages the phone (via shorting the board) even more to the point where it might not even be repairable.
TL-DR: Get it fixed like Tom Chai said.

I own a repair shop so I did all of the cleaning and replaced the Lightning/audio jack cable and power button/volume cables. It's spotless. I'm aware of the potential damage that can be done when you plug in a water damaged phone without properly cleaning it first. I got the logic board to boot by watching a YouTube video showing how to jump it. No ill effects whatsoever.

There is no such thing as jump starting the logic board, fix it.

Tom I jumped the logic board and recovered every single bit of data from it. What makes you think you can't jump the logic board? I jumped the motherboard all the time to test out builds on my gaming rig before I would bolt everything down.
So what do you mean by jumping the board anyway?
You can jump power to BUTTON_POWER_KEY_CONN_L to simulate a power-button-press, if I'm not wrong. I see pro's jumpstart all the time.

Unfortunately, if it's water damaged, there is a very high likelihood that the flash storage was shorted out beyond recovery. Check to see if you have any backups anywhere, otherwise you're out of luck unless you can convince apple to try, which is near impossible.

Fortunately the data was still there and I was able to recover everything I needed. I got lucky.

I had the same issue and i used a good battery from iPhone 6plus to start the phone while plugged in then switched to the old battery
