Everything with google account manager to play services

Everything keeps crashing on phone like google account manager crashes it wont let me sign my gmail account up, playstore crashes its says google services not working, i cant get on the internet it force closes, i have hard reset and factory reset from settings and nothing. Also my phone sometimes gets stuck at the blu startup screen and i have to constantly take battery out to turn it off in order to try and turn it back on in hopes of it not getting stuck at startup screen again..
