Engine won't fire could it be worn rings?

Your compression is way too low . I like to see it at something close to a hundred pounds or better .

It will run at lower compression , but , along with that comes lower over all performance .

You could try a new set of rings and a hone ( necessary with new rings ) . But , if the rings are that far gone , I'd think a much better solution would be a next oversize piston set ( piston , rings , clips and possibly a new wrist pin bearing ) and a bore job to match .
