Blank screen but battery is taking a charge
Computer store said it’s taking a charge. To me that rules out the motherboard and battery. Screen is just blank not responding at all. Does screen need to be replaced

If it is charging, it just rules out the battery and the battery management section of the motherboard as being faulty, not all of the motherboard.
The only way to prove whether the screen is the problem, after you’ve checked that it is not a loose video cable connection to the screen, (did the computer shop open it up and inspect it?) is to connect a compatible, known working LCD screen and check what happens.
Searching online for Insignia Flex 10.1 LCD screen produced no results for suppliers of the part. You may have better luck.

@jayeff It's not just you, I can't find a replacement screen for this tablet either. Phooey!
