Fans spin heavily and chimes at boot up, but no picture
I have a 2012 MacBook that I am attempting to repair that has an issue to where when plugged in, it will blast the fans at full speed, make the startup chime, but nothing else will happen. The screen shows no signs of life and the MacBook has no response to anything except resetting the SMC. Upon inspecting the device, I have found that it has a replaced battery, which could be a factor as to why it’s exhibiting this behavior. The person who gave this to me, told me there was never any water damage and that it just started doing this one day. I have tried everything from the SMC to plugging it in with the battery unattached, and it still exhibits the same behavior. Heres a video of me showing the issue below.
If this is a logic board issue which I presume it is, is there any chance of fixing it/anyone who would be able? I will part it out and such if it’s not fixable.
Update (02/07/2020)
Here are pictures of both sides of the board. There is no clear issues as far as I can tell but you may be able to diagnose it better than me.

You'll need to take the logic board fully out and inspect the back side.
Take some clear stills of both the top and bottom sides of the logic board and post them here for us to see. 기존 질문에 이미지 추가하기
