whiteish light on dark and black pixels? any help?

Have you proved that the problem is in the monitor by using a different cable or different input type i.e. HDMI or DP or by connecting it to a different signal source?

How old is the monitor?

i've tried different HDMI cables all show they same mark, ive runjscreenfix which seems to help alittle bit im not sure if it's just my mind playing tricks on me. i got it last august from amazon link:https://www.amazon.com/Dell-D2719HGF-Res...

It seems that the problem is very visible from the image that you posted

If possible try a different signal source just to make absolutely sure and if it is still there it looks like it is in the monitor. So I suggest that you get it repaired/replaced as per the manufacturer’s warranty instructions. That’s what warranties are for. ;-)

it appears that i am no longer covered by the manufacturer's warranty. which is weird but dell is dell.

and to be clear this just started happening to me today.

I can't read the warranty for the monitor as you need a service tag but I assume that they must have a LED pixel policy (I'm assuming that the monitor has pixels that are stuck in the on position) as do other makers so presumably this is not as long as the warranty on other parts of the monitor?

It appears that my warranty altogether is not viable anymore I contacted dell and they seemed like they wanted me to just buy a new one

I guess that warranties are different in different places but it is a bit hard to understand how if the monitor is still within the warranty period and if the dead or faulty pixel policy by the manufacturer hasn't excluded it already and if you haven't "opened" the monitor to try and fix it thereby voiding the warranty that it would not still be covered.

Maybe another suggestion is that if Dell won't help try Amazon if you bought the monitor from them and not from a 3rd party through them and check what they say.

Sometimes persistence pays off. Email the manager of Dell customer service and politely explain the problem and express your disappointment in that their "fine" product has failed so soon. At least this way you will hopefully force a written response which may give a better result

Sorry for the rant but it annoys me when manufacturers offer lousy warranties in the first place and then don't even honour them if there is a problem.
