neither the touchpad or mouse buttons work when in windows 10 all the way from the initial set up, the touch pad works in the bios and in a test program however so I’m thinking its a driver issue but I cant find any drivers on Dell’s website which are related to the touchpad.

Hi,
Have you checked in Windows Start button > Settings > Devices >Touchpad to see if the touchpad has been disabled, you didn't say?
What is the status of the touchpad in Device Manager > Human Interface Devices?
Right click on the Windows Start button and click on the Device Manager link. When in Device Manager scroll down to HID and click on the > symbol to expand the list.
If there is a yellow exclamation mark next to the touchpad entry then there is a driver problem. If you’re connected to the internet, right click on the touchpad entry and select Update driver and follow the prompts.
If there is a red cross then right click on the touchpad entry and select enable and see if it now works OK.
If it all appears to be OK i.e. no crosses or marks then right click on the Touchpad entry and click on Properties > General tab and view what it says in the device status box in the middle. Does it say that “this device is working properly?
Use a USB mouse to navigate through the PC.
