Boot looping even from windows usb

My brother and I build this pc about 5 months ago. It had an amd ryzen 5 3600 azrock x570 phantom gaming and a rog strip gtx 1070. It was running fine until we had a couple outages. At first it went straight into windows recovery but it shut down again. Now it looks like it is boot looping. It goes into the bios just fine. I tried installing windows again but it will shut down before it's able to set up. It runs fine on other pcs. I tried a known good power supply, ram, gpu and even with a new ssd. I got a speaker to hook up to the mother board and enabled it in bios but it just beeps the one time and will not indicate anything afterwards. I don't know what to try next seeing as I should still have warranty for everything.

Ok turns out it was a bad cpu. I ended up doing an RMA and it worked as soon as I popes it in.

Don’t know how accurate this is, but according to this link 1 short beep is a memory refresh timer error.

Since you have replaced the ram, perhaps it may be the memory controller on the motherboard.

Try booting the computer with a free standalone memory test program loaded on a USB stick and check what happens. The program doesn’t need an OS to be loaded to be able to run.

If it is the controller then hopefully the motherboard will be covered under warranty as usually power outages are defined as beyond the control of the manufacturer and warranty claims may be denied.

If the computer was connected to a quality powerstrip that had surge protection built in some of these may carry a guarantee against damage to devices connected to it in the event of a power surge or outage. If this is the case with your setup check the powerstrip manufacturer’s guarantee. Just a thought.

Boot looping is usually caused by an overheating CPU. When the CPU overheats and the system restarts, the problem is called a thermal trip error.

Since you are able to boot into BIOS, check the temperature of the CPU immediately after the system shuts down. In general, the temperature should not exceed 80 degrees Celsius.

Also, check to see if your fans run when you turn the system on. Make sure your CPU’s thermal paste doesn’t need replacing and that the cooler is firmly attached.
