I have a 2001 Honda Accord DX and when I turn my headlights on, there are no backlight on the dash and I have replaced the fuse #10 on the passenger side hoping that would fix it but it didn’t help the situation. My taillights still work, parking lights, everything on the outside works but not my dash lights and I’m stuck.

Have you tried adjusting the instrument panel dimmer control, you didn’t say?

I have tried that, the brightness was all the way up already and it still wasn’t working.
The best that I can find out for your model is that the dimmer switch is part of the instrument panel pcb board so the whole board would have to be removed to access it.
Of course it could also be the bulbs in the panel itself but once you have the pcb board you can check them
