Does the fan spin OK in the forward direction when rotating it by hand?

Don’t know the answer but you may have to purchase the motherboard schematic and check how the power is supplied to the fan to make sure that there is +5V being supplied.

This may be difficult to measure as I don’t know if the voltage to the fan is Pulse Width Modulated (PWM) so as to enable better speed control depending on the temperature etc, or not.

Have read that sometimes a fan can go in the reverse direction if there is not enough voltage applied and also usually fans are able to rotate in one direction only and won’t rotate at all if the voltage supply to them is reversed.

You could try another fan in case the fan is the problem but they’re not cheap
