Skipping problem when playing games. Also, network adapter issue?

Every game I put in the xbox 360 s has this weird skipping issue. Even if the games are not scratched. I cleaned the optical drive lens, but still the problem persists.
I have noticed also the console attempts to connect to wifi but it keeps refreshing as if it keeps restarting the network adapter? Not a wifi issue.. most definitely a hardware issue.
