when the finger on the button does not turn on but flashes

Hello everyone. I would like to get your advice. I got a 23" Apple Cinema HD Display that doesn't work. When I connect it to the computer, it remains black, but when I touch the power button on the monitor, the indicator starts flashing, but does not turn on the monitor. Can another power adapter help me? or it's a breakdown inside the monitor.

Even when I turn on the USB in the computer, the indicator on the monitor stops blinking from the finger; if I turn off the USB, it blinks again.

Please advise what is better to do.
