My guess is that your system was corrupted by Malware. The best option here is to reinstall Windows 7. Since Microsoft doesn't host the ISO file on their site anymore, you have to get it elsewhere. Here's a link to download it: https://windowstan.com/windows-7/
You can optionally use the Chew7 activator so you don't have to deal with the problems of not having an activated copy.
