Does it do this when starting in safe mode? Search online for (insert OS) safe mode to find out how to start in safe mode applicable to the OS e.g. Win7, Win 8.1, Win 10, Win 11 in the laptop.
If it starts normally in safe mode, then there is a driver problem. Make sure that all the drivers, especially the display adapter drivers are up to date.
Run an sfc /scannow command to make sure that all the OS system files are OK and that none are corrupted etc.
