Why is my screen just loading and blank after startup?

Hi @otakunoweeb,
Try starting in safe mode (scroll down to "How to enter Windows 10’s Safe Mode by interrupting the normal boot sequence (three times in a row)" and check if that works.
If you can get to the Recovery menus try Troubleshooting > Advanced > Startup repair and follow the prompts
