Have a Vizio tv. Mod#M70-C3 when i press standby button sometimes the standby light will come on fo 10 sec. Then fades away Sometimes standby does not come on at at all, removed power supply and shorted pins PS-ON with 5VS THEN proceeded to measure all pins which all measure correct including 12Vs but 2 pins marked 24v t- con have no voltage, is this the correct way to test power supply.

@oldturkey03 this "Sometimes standby does not come" is pretty much always related to the power supply. Stand By voltage is created by the power supply once your TV is plugged in. It sounds like you are having issues with either a power IC or cold solder joints etc. Schematics are not available so you can try and check the components individually or see if replacing the board makes a difference.
