@akashkumar48717 if it is the complete screen then it is possible that this is the backlight turning on and off. Remove the back cover from your TV. There are multiple holes in the sheetmetal in the back of the panel. Now darken the room your TV is on. Through those holes do you see the backlights turning off and on when you turn your TV on? If so, it is the backlight strips. Phillips TV’s are known to have issues with the backlight.
If the backlights remain steady on but your screen is still blinking then the issue is either with your mainboard or your panel. For that we would need to see all of your boards. Post and image of those with your question.

@akashkumar48717 what is your TV’s proper model number? What flashes white? The Power LED or the complete screen? What have you checked? What have you tried to fix it? Anything happened tO the TV before this started or did it just start doing this?
