The laser on the PSP 1000 doesn't turn on but its spins, the laser moves and tries to focus, I except its an issue on-board. I don't want to replace the board, instead try component level fix. I understand their are tons of components to check along with way but what is the most common point of failure for this specific issue.

@kickflipa180 there really aren't any common points for this, The most common issues were Firmware issues. Check the PSP forums for that.
After that, you can check your motherboard for any damaged, missing or charred looking component. Post some well focused and large enough images of your motherboard with the Question.
