If you have a Dell Inspiron 15-3531¹ as selected, here's the start of the heatsink/fan assembly removal procedure, from the service manual for the model, that shows where it is etc.
If it is faulty or there isn't one, search online for D4P83 to find suppliers that suit you best. (examples only)
¹The laptop's model number can be found on the information label on the bottom of the laptop.

Best way to find parts for the model, is to search for "Inspiron 15 -3531 (insert wanted part name)" and check if the search results for the parts mention a part number.
That's what I did for the fan part number I linked above.
When you have the part number, then search for the "part number only" to find more suppliers to choose from. This is because sometimes the same part can be used in different models and the seller may not list your model as they don't know that the part is also compatible with it along with the models they list.
As to why no parts list in the manual, ask Dell. They've never done it in any manual for all their models. At least they release the manual
Well your Dell computer can overheat because of insufficient air flow due to dust or debris blocking the air vents, exhaust ports.
