What is the signal source for the TV e.g. TV antenna, cable box, media streaming device etc?
If not a TV antenna have you tried using a different connection type e.g. HDMI, Composite video + audio or different cables between the signal source and the TV to see if the noise stops?
Is the audio heard using the TV speakers or an external speaker system connected to the TV?
If an external speaker system is it a digital or analogue type audio connection between the system and the TV? Have you tried listening using the TV speakers instead?
