Hello,
Ref - GE Profile Range Model No. PS950EF3ES
Functioning Triple Inner (Smallest) Burner Not Working!
Had replaced multiple times with new Triple Burner from 3rd party & OEM (GE) and each time inner most burner not working.
What should I be looking for to correct this anomally?

Try disconnecting the power to the range and then turning it on again and check if any error codes are being displayed.
Alternatively here's the mini manual for the range.
Go to p.3 ERC failure codes to see how to view any error codes that may be stored that may give an idea of what is happening.
If no codes then on p.3 (right side) there's a simplistic wiring diagram and on p.4 a more detailed wiring diagram that may help to find out why the burner isn't working.
If you find that a faulty part is the problem and needs replacing, here's the parts list that is useful.
When you locate the wanted part in the list you'll find that the manufacturer's part number for the part is listed with it. Search online for the manufacturer's part number only, to find suppliers that suit you best.

I had noticed when I unplugged and re-plugged back in, the control panel went through a normal booth up process with entire board lighting up in different areas and flashing, But I did notice I believe to be a 36A5 code just before the clock started flashing... I am not certain if that is a code or just part of the boot up process?
It's not mentioned in the list of error codes, so it may just be the software version info perhaps.
Try pressing TIMER ON + CLOCK + UPPER START (all together) and check if any codes are shown.
If still nothing then you may have to check the wiring diagram
< F-cd > Error code received when I followed your instructions
Seems like there may only be error codes for the oven and not the cooktop.
After getting an F-cd code press either Upper or Lower and then check if any codes are shown, although I think that Lower may refer to the oven and Upper the cooktop but not sure about this.
If there are then check the error code list, left side of p.3 in the manual I linked above.
Though the screen is flashing back & fourth "Upper" and "Lower" , when I press upper oven or lower oven, nothing comes up further other then F-cd code
