Just to eliminate the remote possibility of a software problem, try charging the phone in safe mode with the cable inserted both ways.
Given that it happened with both the old and new charge port boards, it may be a problem with a flex cable/cable connection or perhaps on the mainboard i.e. incorrect or mixed signal detected from USB-C port.
Does the OTG function work with the cable inserted either way?
Both the charging circuit and the OTG circuit have a common IC (power controller?) that is used for both i.e. U10000 on the mainboard.
Here's the troubleshooting section from the repair manual that may help.
Go to p.13/67 and 34/67 to view the troubleshooting flowcharts for the charging circuit and the OTG circuit respectively.
There's also board layout diagrams that will help to locate the components mentioned in the flowcharts. Use the search function of your browser (Ctrl + f) to find them on the boards. You may have to zoom in a lot to find them highlighted.
Here's a link showing the USB-C pinouts and also some examples of the different options that can be had e.g. plug orientation - CC1 and CC2 wires.

Just verifying that you have tried a different, known working, compatible charger or charger cable and the problem remains?

Yes, I used several other usb-c cables. On each one only one side charged the phone

@christopher7547 did you replace just the port or the complete daughter board?

@oldturkey03 yes it was a complete new daughter board from ifixit. I also cleaned the contacts before reattsching
