@vivek92182 you are saying IC is not working but are not telling us which one and how you have checked it. I would at least check/replace the charging board before assuming it is an IC on the main board. Use something like this video to replace the charging board. Replacements are readily available at many online stores and really not to expensive.
While you work on your phone, take lots of pictures. Once you are done with it, take those pictures and create a guide for iFixit. That will help the next person that has a device with the same issues as you do. It's easy and fun to create these guides. https://ifixit.com/Guide/new The iFixit community will appreciate this.

I just got my 2023 moto edge + replaced for the 2nd time and still doing the same thing. It's not turning on and not charging. When I plug it in it vibrates, at the same time the image of the battery with a charge symbol inside the battery image appears but then it disappears after it vibrates. It's a quick vibration, shows this symbol then appears to go off then does the same thing over and over again. It never charges and doesn't turn on.
