Normally the integrated hardware on consoles will not as often be the problem. I would recommend going around and checking all of the connections between the console and your TV. If reconnecting the cables still doesn’t solve the problem then I would recommend trying to replace the cable with a better one. Another cause of artifacting like that is if the console is getting to hot. So if the console is not in a well ventilated space, or there is dust in the system, this is a problem that has occurred (frequently from what i’ve seen). I would double check battery and power button contacts to make sure they are seated properly. Did you tear it down in a static free environment? With proper ground out?
If the computer is is receiving a charge/power, then there will be a battery indicator light either on the front or the side of the computer. When plugged in this light should illuminate. Generally I wouldn’t recommend buying a full assembly under $25. If that’s your budget, then the few bucks for it is worth a shot. Please note that most times when you find something cheap like that, it’s a knock off part. Hope this helps.
There is the possibility the the MagSafe charging port has lost functionality. Even though it is still able to power in the computer, there could be an issue with it, hence why the battery will not charge. It’s most likely caused by a false load coming from the MagSafe port. Hope this helps!
