I would check and make sure there is not a software update that is missing. Sounds like a software issue. Go to setting ->General->Software Update and See if it shows and update that is needed. Best of luck.

Probably needs the digitizer cable reset. OnePlus 5T Teardown here is the tear down video if you feel like doing it yourself. The LCD able is around 3:43. If that doesn’t do it it is probably an issue with the motherboard connector or the LCD connector itself. My guess would be that it is not seated properly.

First, boot the tablet into safe mode. Push the power button for a few seconds until the power off and reset screen appears. Then press the "power off" button for 5 seconds it will then prompt you to restart in safe mode. I still had the same pop up in safe mode, however. Then go to the google play store app and go to the youtube application using the search bar. Once you have it on your screen click on "enable". It should solve your issue. Once this is done, you should be able to uninstall it. Be mindful that you will have to be quick about tapping the "ok" button on the popup screen for the error while doing all of this. Have a little patients you are about to fix your issue. Hope this helps.
