The URL is quite general and not much use when it comes to issues recovering ChromeOS- points you to go to the chromebook manufacturer for assistance, and the Toshiba page doesn’t seem to have ANY Chromebook assistance or even acknowledge they exist beyond recognizing the model. It has a drop down menu “choose operating system” and there is but one system - Windows 10 - not Google ChromeOS
