The trick is the WD-40 spray. It's a spray that can be bought at any hardware store worldwide. It's world famous. Just spray a little bit in the side of the mouse where the scroller uses a small wheel which is attached to the circuit. I found many answers saying to use WD-40… at first I was very apprehensive, but it worked like magic. Spray it, leave it upside down for 10 minutes and then test the scroll with an open top before closing it permanently. Amazing liquid.
From what I understand, we need to open up the mouse and clean the scroll. But the biggest issue is opening it up. Its super hard. There are 3 clips in the battery compartment. I have bleeding fingers trying to open it. No success. Maybe I need to buy an iFixit kit. See these videos : https://www.youtube.com/watch?v=Kem0TE3U... https://www.youtube.com/watch?v=cVKXUiXl...
I was ready to give up when i finally found the adhesive tape hidden behind the hinges. (most videos says it sticks out bit this wasn't, neither at the top or the bottom but hidden). See pictures With bleeding fingers and nails and tools stuck in between like dentistry I managed to grab it. And slowly pull it out. Now I will look for the parts to replace it. Thanks all who tried to help.
