Unfortunately, all iPhone models' biometric authentication systems' (Touch ID, Face ID) parts are software locked down, meaning that when installed a non-apple-paired part, it will refuse to work. The sensor, yes, is "coded", or married to the motherboard, unless Apple re-pairs another sensor to the motherboard. You have two options: to not use Face ID entirely, or purchase the Apple Self Repair parts from their store; I will put the links below. It seems like the digitizer (touch screen) has been broken, probably from an impact that broke some of the fragile electronics.
