Unfortunately many people did not read my main message, but drivers were not the issue. It ended up being a physical defect of the card and replacing it resolved the issue.
Some ISP's will block modems from accessing their network based on the MAC Address, it could be that your modem is not allowing any connections until it has connected to the ISP's services? Potentially the setting (If it exists) for mac address mirroring got disabled because of the update? Most ISP's will allow usage of your own modem but it would need to be manually enabled.
