I have one right now doing the same thing - the customer thought it might be the charging port. It was a dead stick, so I put the tablet on a good Samsung 2.0amp charger and after about a day I started getting this flashing I have a battery one order and will test it out once it arrives.
if you've changed the Inverter Board, Inverter cable, and the LCD panel.. unfortunately all that is left is the Logic board. Was the iBook dropped or subject to a liquid spill? as you know.. the backlight is inside the LCD panel..
Did you replace just the LCD Panel, or the entire assembly? This Model is LED Backlit, therefore no inverter, backlight or inverter cable. Power for the Display LED's ride along with the LVDS Cable. since your getting display but not power, and both come from the same cable, its hard to determine without alittle troubleshooting.. replacing the cable would be a good start.. actually would have been the first step. a backlight problem would rarely be the LCD on this model.

Do each of these computers have assigned Static IP Address's? it not 10.0.1.4 may not be the computer you think it is.. if you don't like the idea of static, the next best thing would be to setup a DHCP reservation in your router. that way the router always assigns the correct IP address based on MAC address.
