I had the same issue. I fixed it by slightly turning it anticlockwise after turning it all the way to fit the filter.

I repeated it again and again successfully and this tells me that if you rotate the filter all the way, so that, filter is tight, water doesn't flow out.  Slightly turn filter anticlockwise and verify if water flows out.
