Computer has the power light on, but it booting up

So my laptop wouldn't shut off today, therefore I took the battery out to reset it. I went to power up, and nothing. I then did the reset method where you take out the batter, and hold the power button, after this the light came on that it was powered up, however it didn't boot up, and the fan was not working either. I also tried the paperclip in the rest, and this did the same, power button, and shows the AC port is working, but the fan is not kicking on. I also took out the memory and put that back in to see if that helped, nothing. Any ideas?
