A lot of the time this is either a bad OS install where it's just FUBAR and needs to be reinstalled, or a bad hard drive. Try the OS first but imma be real and say it's probably the hard drive dying in most cases.
For the OS you will need to go on another working computer and either download Win10 or Win11 and either get it through the MCT or an ISO which can be written to a flash drive. See if the issue remains. If not the SW was bad.
