How do I fix the vibrator?

You can see the vibrator in pic. 3.1, 3.4 and 4.1.
Before replacing, check two contact pins on the mainboard.

My problem is not with the vibrator, but with the software. How do I set it so that the phone will vibrate when the ringtone is silenced?
