I was foolish enough to buy a cheap floor lamp that, rather than having an on-off switch, is supposed to turn on and off when touched. This touch feature lasted less than a month. I can no longer return it (I waited too long). Any ideas on how to fix it?

Ultimately, I moved it to an outlet that is operated by light switch! There's a good reason this lamp isn't sold anymore...

The touch dimmer module is an easily replaceable part, available for less than $10 at Home Depot and other home repair stores. Replacement instructions are included with the part. Depending on the lamp, tools involved are very simple. The wiring is usually connected with simple plastic 'wire nuts', so soldering is not required.
The component inside the module that usually fries is also replaceable, but if you are not familiar with board-level repairs, replacing the entire unit is preferable.

Which component usually fries?
@davidbraver From my experience the part which often fails is the 47uF capacitor in the control circuit. Those parts contain a liquid which dries out over time. the cheaper the part the faster it happens. there is a guide which describes if the transistor is faulty and I left a comment about the capacitor:

Check the connectors inside, maybe something's loose- any chance you can get us a model number or photo or something? Without knowing at all what it looks like will make figuring out how to fix it difficult.

Does it have some kind of external control pad? Regardless of where the touch pad is, if you take it apart it will have a set of wires coming in from 120V AC and a set of wires heading toward the bulbs. Assuming this light fixture takes regular light bulbs (not HID such as high pressure sodium or mercury vapor), you can eliminate the touch function all together and just install a generic I/O switch. Its hard to say what switch would suit your application without knowing the dimensions of the lamp or how it is constructed.
It's hard to tell that I'm a shade tree mechanic, huh? ; )

Bring it back to manufacturer and wrap it around his head. It will make you feel much better. My bet is that you will have to go to China to complete this errand.
