1 Will not turn on
Green light indicates power... I have tried all the key command tricks with no luck.

Simple first - try removing the power and battery. Press the power button for 3 seconds (shouldn't do anything). Then replace the battery and power. If it starts up, you're good! If not...
Try removing the RAM (under the keyboard), and see if it gives you three beeps on startup. If so, try starting with only one stick of RAM, may just be failing due to RAM that's no longer any good.
If you don't hear three beeps (or anything) on startup with/without the RAM... probably a bad logic board.

1st step worked! what does it do? Had a power outage while it was connected and would no longer respond to power button.

If your battery is fully charged and if you press the power button and nothing happens no green light or anything the hard drive might be stuck if the computer has not been used for a long time just try hitting just to the left of the track pad or take the thing apart. that is all I have to say and I am 11 years old.

Actually Jackson, while i hope you mean well, if you're not getting any power, then the computer hasn't even passed the POST (Power-On-Self-Test). As such, no amount of gentle hitting will fix it. If the computer is running on only battery power, then possibly such an impact could re-seat the battery, but i wouldn't be comfortable recommending that.

I have an I-book g4 with exactly the same problem, I found the problem started when I inserted ram from a windows laptop that might or might not have had corrupted data in it at the time. Before you start hating for me inserting bad ram and being an idiot it was two years ago so I was only 10 at the time. Anyways when I press power the speakers give a slight pop; is it the same with you?

My iBook G4 stay long I have not been using because the charger spoil and when I buy the charger I fix it and press power on and there was light on the screen but is showing me something different

I have the same problem on my iBook G4 now--in October 2015. It won't turn on at all. The computer was on about a month ago, and then blanked out at some point one morning--and I did not see exactly what happened. Since then, the computer won't turn on no matter what I do.
The battery is fully charged (four green pips). Since this happened, I've tried taking the battery out overnight and putting it back in, and I've also tried also the various PRAM reset combinations on the keyboard. Nothing works!
Although this is a backup computer, I'd like to get it working again if at all possible.
