Where can I buy a replacement hdmi port for the shield portable?
And how can I replace it?

Unfortunately, the HDMI port is soldered to the motherboard. Micro soldering is quite difficult if you don't know your stuff, so you'll have to either get it replaced or replace the entire motherboard. Use the below teardown to take it apart and replace the motherboard.
