It's an old phone I haven't used it for awhile, but when I plugged it in to charge it says low battery then turns itself off. I left it to charge for awhile, came back, and the same thing happened when I tried to power it back on. Does this just mean I need a new battery or is there something else going on with the phone? (I tested the wire on another device and it works)

If the phone stays on when the charger is connected but not when the working only on the battery, then most probably the battery is failing to hold its’ charge and needs to be replaced.
Here’s a link to the ifixit Motorola Slvr L7 Battery Replacement guide, which may be of some help.
Replacement batteries are available online. Just search for Motorola SLVR L7 battery to get results for suppliers of the part.

Not an expert but my guess is that it might be a battery problem sorry if I get it wrong, My phone’s battery is slightly swollen and it does the same thing
