This can be caused by dirty paper pick up rollers or a broken paper present sensor. Remove all the paper in the tray and look at the paper pickup rollers to check for bits of paper, you can clean the rollers with rubbing alcohol or alcohol prep wipes. The paper present sensor should be near the paper pickup roller, look for a thin black piece of plastic and verify that it is not out of position and moves freely.
