Hi,
Here are 2 images taken from the Toshiba 15LV505 TV/DVD service manual which show how to remove a disc when there is no power.
I realize that it is not the exact same screen size but it is the same model series so hopefully it will be the same procedure.

Corrie Osadchuk start with something like unplugging the TV from the power for at least an hour. After that press and hold the power-on- button while plugging it back in, and keep holding for another 60 seconds. This should open the DVD tray. If it still does not work do the same steps over again but this time use the eject button instead of the power button. If it still does not open lift your TV up and shake it and tilt is from side to side gently. This may hopefully free the DVD that is preventing the tray from ejecting the disk.
