Try reconnecting the cpu fan first. If the power supply fan comes on and the cpu fan does not either the cpu fan or the motherboard is bad. Try replacing the cpu fan first as this is the least expensive part. If it should be the motherboard look for a good used one on ebay. If you can't find an exact replacement make sure the one you buy will use the memory from your current motherboard.
