Nexus 9 corrupt OS

I recently got a broken nexus 9 for free and I want to fix it! when I turn it on it says that the OS is corrupt and continues to boot loop for about 10 mins then it comes to the recovery!

Is there a way to install TWRP?

I turned it on after a long time and it said that encryption was unsuccessful!

it booted a couple of times and not i can set it up!
